No, it is not a joke. Seriously, it was one of the major manufacturers of malware (CNNIC中文上网, with rootkit included) in China.

Yes. But don't put hope to CNNIC as don't put hope to China government. They don't need google accept them because there are a lot companies provide browsers in China.
