The problem is this is supposed to be a tight labor market. A company cannot afford a process like this in such a market.
Of course, if the market is tight because everyone is picky...

The market is tight for what companies perceive as high-value candidates. The reason why the hiring process is long despite that tight market is that companies
can't know the candidate is high value
unless several interviews.
