I looked at https://www.bluetooth.com/mesh-directed-forwarding/ and it seems like "Bluetooth Mesh Directed Forwarding" is an improvement over "Bluetooth Mesh Managed Flooding" for this scenario? It got added in v1.1 of the spec.
