I'm not sure if it counts as "ironic", but personally I almost always do mean it "jokingly"/non-"seriously".

If you read that wiki link ref'd above, it seems few claim to know what it's "supposed to mean" anyway.. So, it's hard to be actually sarcastic with any such adjective.

There are like 600 projects on that github search page with which one might try to assess developer feelings more broadly, I suppose.
