I guess you could just proxy a normal SQLite DB?

Should take only a few lines of PHP. Maybe just one:

    echo DB::select($_GET['query']);

All that is needed is a VM in the cloud. A VM with 10 GB is just $4/month these days.

And you can add a 100 GB volume for just $10/month.
