I guess the output of the radar is basically a list of relative velocities for nearby large objects, paired with distance and rough direction to those objects. There is always a large object essentially all around you moving with the same relative velocity as your speed : the ground. And there are often other large fixed objects (overhead signs, overpasses, etc) which appear roughly dead ahead.

Radar is just a very limited sensor!
