There are tons of small hosters here, because it's a competitive market. As for companies building a website for you, there are hundreds of them even in my city.

Malicious compliance to a law that isn't even specific to cookies. The US companies do that as well. So I wouldn't say that invention is EU specific.

Ouch, the HN downvote crowd strikes again. While I completely disagree with drstewart, it is his actual world view and as such worthwhile to know about. This stance also seems to be shared by e.g. the current US administration. Could we only downvote things, for what is obviously a low-effort or crap post and not just for opinions we don't like?
Then those developers won't ever use anything ever. Why would breaking changes in an explicitly unstable development version exclude it from use for all time?
If you want stability, stick to stuff that has stability guarantees, but at the very least let them make breaking changes during development.
