Some of what you say certainly fits with what Russians I have spoken with have told me. That EVERYONE was treated like crap, it wasn't limited to Jews.

So, quotas... are there quotas, official or unofficial, in the USA university system?
US laws essentially encourage unwritten quotas. While actual numbers are prohibited [0], race is explicitly listed as a legal factor to consider in admission. (Supreme court decision; can't remember the citation.)
So you can't say "we're letting in 300 of RACE this year." But, when you have 301 of RACE, you can say, "I feel like the number of RACE we've admitted this year negatively impacts the diversity of our student body."
At public schools in the US, quota systems are officially illegal (UC Regents v. Bakke), but they are allowed to use admissions to encourage diversity (Grutter v. Bollinger).
In general, both public and private schools tend to over-admit minorities (in proportion to their presence in the population), so from the other perspective, are discriminating against majorities.

You can write off leases as a business expense. You have to track depreciation and many other things, if you buy it outright. Leases go right into monthly expenses and reduce your taxes immediately.
I agree I worked for companies who had the expense budget but not the purchase budget. So I suggested they lease their PCs instead of buying them, store all data on a server, and every three years get new leased PCs. It saved them money and gave them a tax break. Every three years technology changes anyway and instead of buying new PCs they just return the old leased ones and buy new leased ones.
The PCs companies leased, usually get sold very cheap by a liquidator. Then companies and people on a limited budget can buy the used PCs.
Do remember that the current flu vaccine (as an example) has an efficacy rate of less than 65%. So even if 100% of the population were vaccinated, herd immunity would not be possible.
Herd immunity requires about 75% + efficacy of the vaccines (and assuming 100% of the target population is vaccinated), from what I can understand (it varies based on how the disease being vaccinated against, is spread).
There are vaccines being sold and marketed, that have efficacy rates as low as 35%.
Is efficacy binary? A partially protected person could spread less and recover more quickly than someone who isn't protected. I'm not sure enough of the math to know whether 100% of people being 65% protected works the same as 65% of the people being 100% protected, but it might not be.
